Can you recommend a place to read about how to get started outsourcing?

We're interested in outsourcing some programming work to Poland but I'm not sure how to find someone, the acceptable payment methods, and what I need to do if I'm a new small inc startup in terms of records.

1. why would you outsource programming work? what workers in your own country not good enough for you! remember if you supply goods and services and nobody can buy them because they dont have jobs you wont have a business. dont outsource to other countrys use the workers you have.
